It sounds like he needs a keyer that can adjust all the keying delays to get
around this.  The K1EL winkey keyer has parameters to adjust delays both
ahead of and after keying.  There is even a special PTT line on this keyer
just for the purpose of bring up the amplifier relay ahead of the radio
transmitting.  See www.k1el.com for more information about this keyer.  I
run an Acom 1000 and use the keying loop setup but I do not key faster than
35 wpm.

The Amp key line on the Orion only has adjustments for how long the amp
relay is held after keying has ceased.  I think there is a fixed 20 msec
that this line comes up before the Orion is keyed.

It is also possible that the relay in the Acom is slower than it should be.
