The simplest way is to use a 100 W 30 dB attenuator.
You can find them on eBay at reasonable prices.

If you want to transmit actual waves, then some form
of coupler can be used. You could try an old SWR meter...

Also, a piece of wire acting as a small antenna
will probably pick up sufficient signal,
provided that 60 Hz hum is removed by a choke
or a tuned circit (may be an overkill).
