That was a long-winded way of saying that if you measure 387 volts
peak into 50 ohms, you've got 1500 W RMS, assuming you've got a pure
sine wave. (If you have visible harmonics, you've got real trouble!) 
If you measure 387 volts peak (peak in one cycle) at the top of a
voice peak, you've got 1500 W PEP.
