It's not misleading in any way. There was no qualifier about whether the tuning
was being selectively applied to just the antenna. It will tune the antenna at
either side of the transmission line. There is no question that putting the
tuner at the antenna will result in less transmission line loss. However, it
still qualifies as an antenna tuner regardless of where you choose to use it.
The fact that an unmatched transmission line will present a different impedance
than that of the antenna itself is not relevant to the question of whether or
not an antenna tuner should be called something else.

Sorry, but that's misleading. An ATU when installed between your rig
and your coax does not have a way to selectively tune just the antenna.
It simply provides an impedance match from the rig to the feedline. If
there are mismatches between the feedline and the antenna, they will
remain.
Install the same unit at the antenna feedpoint and voila, you have an
antenna tuner!
