I don't see why this is such a big deal.  

You want to know if someone ever smoked around a radio? Ask the owner before
you buy it.  If you don't care?  Don't bother to ask.  If the seller isn't
the first owner?  Then I suppose you have to ask him to suck on the radio
and see if gets a buzz on, or stick his nose in the radio (power off, of
course) and smell it.  Or maybe we need a notarized chain of custody for
every radio we own, attesting to the fact that at no time in its life, since
first being removed from the box, has it ever been subject to first or
second hand smoke.

The visual I get is that a "smokers radio" must have a thick brownish layer
of goup on it, that sort of drips down on the operating position and gets
all over your shirtsleeve ...

Frankly, I'd be more concerned that someone consistently used their radio
after just applying (cheap or otherwise) men's cologne with their hands ...
I'm seriously allergic to most of it :-)
