         That table is based on impedance, not measured
field strength.  I already quoted W8JI's comment about
the ***field strength measurements*** he and W7EL made
showing poor correlation with impedance.  His measurements
and N6LF's are both based on actual field strength...not
derived from impedance.  I believe you may be making the
assumption that efficiency (determined by impedance changes)
equates to field strength, and hence the disconnect.  Here
are the quotes to that effect:

W8JI:

"As recently as few months ago W7EL and I measured a 40
meter vertical radial system here, and base impedance (when
only the ground system was changed) had no correlation with
measured field strength."

N6LF:

"They (Rudy's measurements) also show the continued increase
in field strength even when Rs has very nearly flattened out.
