Your Paragon S-meter is working as it should. The RF gain reduces the sensitivity of the RX. As you turn down the gain you will notice that only stronger signals will activate the meter. If you turn it all the way down it well rest on ZERO and you won't hear anyone either. :-). Someone else may be able to tell you the technical aspects of this but suffice it to say that's how the Paragon works.
