A number of methods might quieten a noisy relay.
You might have to do some detective work to find out if the relay closing is
being mechanically amplified by the chassis or panel upon which it mounts.
Relays that have a bracket held to its surface by screws might use rubber
grommets for isolation of the screws from the relay frame, and the frame
from the chassis surface.
Other ideas are to mount a rubber pad onto the chassis and then mount the
relay to the pad. The stiffness of the rubber has to be experimentally
determined to be of enough isolation to reduce the audio sound of the relay
closing. Industrial rubber used for gaskets might make a suitable material.
In a like manner, noisy fans on rigs have been quieted by use of rubber
grommets, or gaskets upon which to remount the fan.
