Your right Tom. I went through the settings again.  I reset the menu to AF AGC, 
rebooted the rig and set NR to 1.  With the audio at MAX then I CAN hear VERY 
weak audio. On my rig that is way too low for carrying on a QSO..

It looks like the Audio AGC, in it's current state, is not really usable.  Or I 
guess it is as long as you never engage the NR.

Rick , it does that on mine also.   But if you wait a few seconds there does
seem to be a little audio come through.
