The minus sign may have been programmed off in later production, or it 
may be a random thing you might get from an open input.  (Removing the 
jumper).  Don't know what the offset is for this model, but it is common 
to program a counter to an offset to make it read for the correct 
oscillator plus or minus an incoming signal frequency.  Some rigs have 
the offset be the IF frequency.
