Keith, that's the way my O Classic works too.  I think that is the correct 
action for high cut.  I take advantage of this feature by leaving the "CUT" 
control set to high cut ("H") and the PBT/BW control set to "PBT".  This way 
I have a control dedicated to each function.  I change bandwidth with the  
CUT control and change passband tuning with the PBT/BW control.
