How much antenna do you have?  In the northeast, I rarely see 
background noise less than S5 (-97 dBm) at night on 80m (using 
receivers that have calibrated S-meters), even with pretty pitiful 
antennas.  So I'm guessing your meter is somewhat pessimistic.
