That's usually how oscillating RF stages are detected. Such oscillation often does affect operation by mixing in out of band signals and noise to obscure signals on the desired band. The question that needs to be answered is whether its still oscillating when tuned for 29 MHz instead of way off where you find it oscillating.

Only happens in the 28.0 and 29.0 bands. When rotating the RESONATE control
through the 7-14 MHz region, I hit these points where I get a little pop; if
I am careful, I can tune in this sqealing noise. The resonate control works
well enough otherwise, bringing the bandground noise up when turned to the
region of the band.

Check the 9MHz null according to the manual. No issue there.

Is that normal? I wonder if I have a little oscillation in the RF amplifier
section.
