My advice would be to wait for your Elmer. The 1254 is a somewhat complex kit 
if you are not an experienced builder.  Doing the testing in stages can save 
you from a lot of problems.  Just my opinion.  73,  Bill

Anyone  know if I can move on to Phase 3 and install parts, and later do 
the Phase 2 progress test ?    I would like to keep installing more 
parts, but my local Elmer - electronics guru is not available until 
later in the week to help me with the progress test.   He has more 
experience and the proper test equipment and is willing to teach me how 
it works, but I want to continue building tonight if possible.
