Sounds spot on to me
Yes, if radio has been off for several days it is a delay
Off for a few hours usually right back on
I'll look for the relay because it "sounds" like a relay problem
Excercising connectors would be good too as I wonder how long the 564 sat 
idle before I acquired it.
