I assume you have the POWER set to 100 in the menu ????

I'm sorry to ask this especially if someone already comment on it, but here 
goes

did you try your wattmeter on a different radio?

Before you dig into the Orion, I'd check my measuring device, verifying that 
it's working correctly

Some meters won't show proper output no matter how hard you whistle
