WD-40 may remove old dried adhesive backing of clear protective film...... I don't know if it will remove the decal too but I've had good luck getting adhesives off painted objects without damaging the paint,

GREAT QUESTION... I cannot tell if it is a protective plastic film that
has become... well... "petrified"... or a plastic cover to protect the
logo writing.   Can assess it from the photo I send you by separate cover?
