John,

there’s a good chance there is nothing wrong with the counter. 

You didn’t say if the rig transmits or receives. Does it?

You’re missing the input from either the PTO or the osc/mixer. I can’t recall 
exactly how the frequency is generated in the Triton IV.

What you’re seeing is the presets, those are hard wired in to the counter and 
will change depending on the band.

The counter then adds or subtracts the preset,(depending on the band) and 
displays the frequency. 

It’s a bit of smoke and mirrors 

Check clean the connection on the 8pin octal plug in the back. that routes VFO 
in and VFO out. Missing or dirty connections will show up like you have.
