Correct in general, but there exceptions.

As long as you are purchasing significant quantities, you can demand and get
good quality - if you have the right partner.
The Chinese have this mindset that price is the deciding factor when selling
to the west.

Basically you have to make them understand (up front) that you are going to
negotiate quality with them as well as price.
After you have returned a few lots of goods, they get the message and either
break off the relationship or improve their quality.

China is still far behind on quality control. It's getting better, but often
a crap shoot.
