Let's keep this in proportion, folks!

From Jim's description of the symptoms, it seems likely there's a fault - which TT didn't spot - which stops the BFO being shifted on CW Tx; if that's the case it points to just a few components.

A very simple first step would be to listen to the BFO using a GC receiver and see if it changes frequency when you go "key down". Put a piece of wire in the GC receiver antenna socket and drape it close to the Omni BFO. No need to make any direct connection.

If it does shift frequency by roughly the expected amount, you can start thinking about fancy frequency counters etc; if it doesn't shift frequency you're a long way to solving the problem!
