I don’t know if I can help with the eagle, but I too had a devil of a time 
getting audio to the Omni VII using the ten tec cables.

my solution was three fold.

1. audio source line, set to 40% on the menu of the VII
2. my computer didn’t like the audio in (audio  from radio) unless I plugged 
the cable into the front panel audio port. I don’t know why, both are line in 
from the audio card. if you have a different audio input/output jack, try 
switching ports.

3. Transmit gain is controlled by a slider on the very right side of the FT8 
software screen.( and the line in setting internal to the VII)
