 Yes, this is my understanding as well. Except for a few times when I was 
running mobile and just used the internal keyer, the use of my two Scouts was 
always with an external keyer. I never experienced the frequency jumping with 
either my 555 Scout or 556 Argo Scout that so many others complained about.
