TopBand: 160 CQ WW CW test

Just read in CQ mag that Wash,DC is now a multiplier in the 160 test.
Does this mean that there are now 49 mainland mults ? or does it mean
MD/DC is a mult?? I will be qrv as 8P9DX in the test., so would like to
