Topband: Omega Match Configurations

While researching various references on shunt feeding a tower using an Omega
Match it became apparent two configurations exist in amateur radio
literature.

The difference is the location of the parallel (shunt) capacitor.

The classic article on shunt feeding towers by John True, W4OQ (later N4BA)
in Ham Radio, May 1975 and later reprinted in Communications Quarterly, Fall
1991 shows the parallel (shunt) capacitor at the INPUT of the series
capacitor and going to ground.  Likewise, KM1H in his December, 1986 CQ
article shows the same configuration.

However, the configuration shown in the ARRL Antenna Handbooks (W5RTQ, now
K6SE), ON4UN's Low Band DXing and perhaps others, show the parallel (shunt)
capacitor on the OUTPUT of the series capacitor and going to ground.

Having never seen any information contrasting the relative merits of these
two configurations, which is optimum?  OR is one method completely wrong?
