Tom,

I think an OO's data come more from observations than from sales 
receipts. I don't know that OO know what radios people own. More likely 
he know which callsigns he has heard clicks on. Yea, I suppose it is 
wrong for him to assume that they are all MPs. But who cares? If it 
clicks it deserves a card from the OO.
