I haven't yet seen a single radio where the answer is zero 
with default settings, and that includes the 7800.

How does that work if we don't know the noise floor at the 
receiving site?
Do they know what to listen for?

At many locations signals will be 80dB out of noise. At 
others the local noise floor is so high  1950 cathode keyed 
rig would sound clean.
Some people also try to listen for clicks with a wide filter 
or right on the operating frequency.

Better to look at the radio on a dummy load with a line tap.
