I wouldn't be sending it off for repair just yet. This sounds very much
like an intermittant load fault, with the PA protective circuit kicking
in to throttle back to a safer power output. Rule out antenna/feedline
problems first. For example, if you can't recreate the fault transmitting
for a long time into a dummy load, that pretty much exonerates the radio.
Having once seen abnormally high SWR, many radios protect themselves by
remaining at low power out until affirmatively reset by the operator.
That a power-off reset of the transmitter brings power back to normal does
not, in and of itself, cause me to suspect that transmitter.
