Topband: Noise identification

Can anyone with definite experience with plasma TV noise, pse describe it 
characteristics?  I have none in the house ( and don't intend to add one) 
but our neighborhood is producing strange new noises on HF that I'd like to 
ID.

One of those noises sounds like an idling large engine in my rx.

Happy to take responses on and off the reflector, tks.
