Antennas are reciprocal, so an external signal source might provide the
solution. A small battery-powered signal source could easily be raised by a
baloon. Its antenna could be a short vertical that is part of the tether.
The only drawback is waiting for calm weather whenever you want to do
accurate measurements.
Flying measurements are not new. Many years a ago, the radiation profile of
the sectionalized (collinear) antenna of station WHO in Des Moines, IA was
measured using a helicopter.
