It varies, but I hear often it both ways.  On the West Coast, I
sometimes hear a peak from EU stations here in CA in my evening (EU
sunrise).  I also see a peak from JA/Asia at my sunrise (their sunset).
I'm not sure I have seen a trend; that is, a stronger peak at my sunrise
or my sunset, but I have seen a peak at both times.
