And, pray tell, how does a W or VE solicit "international QSOs" in that segment? IF (and I emphasize the IF) such a rule is desired, wouldn't it be smarter to have it read something along the lines of "Only non-W/VE stations may call CQ in the segment 1.830 to 1.835."?
