You've discovered the 'sticky brake' syndrome. T2X's have this problem, as
the brake wedge fails to retract if there is torque applied when you try
to release the brake. Interesting to note that Telex included the 'rocking'
feature in the software for their computer-controlled rotator box.

I have developed an external box that goes in line to the rotator which
will provide this rocking action. When first rotation is applied, it
reverses direction of rotation. Then it delays for a coast-down, then
applies rotation in the desired direction. Requires no external power;
schematic available on request.
