Hi Roger,

The closest thing I can find is on page 115 of the ARRL Handbook
for 1969. (Might also be in others.....this is as far as I looked).

It does not cast 1 S-Unit = 6DB in stone, but does suggest using
marks every 6 DB down from where you mark S9.

It also suggests making S9 = 50uv and setting the meter to read
mid range at that point.

Who knows where it went from there?
