Ed,
I think your confusion derives from the situation when the bottom of the
1/4 wave vertical is no longer connected to the transmission line and is
instead open-circuited. Under this condition, the open-circuited end of
the 1/4 wave radiator inevitably carries no current and its impedance is
thousands of ohms.
