Really? I hadn't heard that. While you should use an antioxidant in every
connection that isn't CadWelded, I've never seen an external ground in a
commercial site covered by anything. I don't think this is recommended in the
National Electrical Code either. There are also other options to minimize the
dissimilar metals problems.
