I doubt that Rohn's safety factor is anywhere near 3:1 ... EIA 222-F 
specifies safety factors between 1.5 and 2 to 1 in the steel depending 
on several things including length to diameter ratios of the element, 
and material.  I looked into safety factors in a commercial tower 
several years ago (a TV broadcast tower that was overloaded) and 
determined the safety factors to be in the 1.6:1 range for most parts 
(guy wires are generally rated at 2:1).
