Use trigonometry.

TAN  (angle)  =  Height / Distance  =  1100 / 1.5 X 5280 
                              =   1100 / 7940
                              =   0.139
The Angle = 7.9 degrees

 (per my college slide rule...can't find my calculator!)

Above 7.9 degrees, NO   PROBLEM.
Below 7.9 degrees, your signal will be scattered and/or reflected upward.
