Reid, I have a possible solution for the problem.  In my work we install a
lot of  small size satellite dishes.  One model has a clamp that drops over
a short pipe mast.  To help the slippage at that point the manufacturer
inserts a piece of sandpaper in the clamp to provide extra friction against
the pipe.  
The same idea might work between your clamps and the fiberglass.  I think
there must be some sort of waterproof sandpaper or emery cloth that might
last a while in the outdoor enironment.
