I would trouble shoot the situation as follows:

1. Visually inspect the antenna while activating the rotor control.
Sometimes, the pot might be bad and the antenna turns, but there is just
no feedback.

2. Measure the output of the controller, is there +/- 24VDC?  Is it
constant, or is there a precipitous voltage drop that might indicate an
motor that was overloading by ice?

3. Measure the voltage at the base of the tower at you lightning
protection device.  This will verify the continuity of the wiring at
least that far.

4. Visually inspect the rotor as close as you can, it might be there is
icing on the mechanism gears.  In that case wait or try to bang it off.

5. Finally, if you just have no other choice, take your wrenches up the
tower with your spare motor and inspect, but be prepared to swap the
motors.  They do go bad from time to time.
