Tom,
It isn't as difficult to tunnel beneath pavement as you might think,
provided the soil isn't chockfull of boulders. Heck, even I have
successfully done it. Here's how:
Mate your garden hose to a length of pipe (just PVC often is
sufficient) equal to the width of pavement. Dig one-foot-square
(roughly) holes on either side of the pavement as entrance and exit
points. Poke the open end of the pipe into the ground at the entrance
hole, turn on the water and begin pushing and probing, aiming at the
desired exit hole on the other side of the pavement. With luck, the
tunnel will almost dig itself...
