It has to be galvanized, powder-coated or painted, just like 4130.

FWIW, many early aircraft (eg 1930's) were built of 102x carbon steel 
tubing. 

4130 is probably eaiser to find and less expensive than 7075 aluminum. 
That's why I said if 6061-T6 won't work for you, go to 4130.
