You didn't indicate if it has a smooth or rough surface. If it is smooth,
it probably has a gel coat on it already, check with the vendor you bought
it from. Most fiberglass sections are meant for outdoor use and should be
already protected. If not, I would recommend a black epoxy paint in thin
layers that is rated for UV exposure. First coat then lightly sand then a
second coat that should make the surface smooth to the touch.
