I agree but how do I get the drawings before I buy the tower, as I need to
have permission before committing to purchase (n case permission is not
granted)?

Better consider buying one that has been designed and been around
awhile.
All Rohn Towers have very excellent drawings and specifications as
well as sufficient technical data provided, such that any competent
Professional Structural or Mechanical Engineer could evaluate in light
of your installation parameters and provide sufficient licensing
requirements.
