clamping device and running it a few inches or so ABOVE the "surface" >of

will terminate near the end of the sloping wire running from tower. You will
have to try several lengths to get the SWR even lower once you cut the
sloping wire to the lowest SWR point you can find.

You mean along the ground ???? This would not be very practical for my
situation. I would end up tripping over it or running it over with the
lawnmower :-\
