Actually, there is still some 'ground effect' when aiming the
antenna straight up.  The Lower the antenna F/B, the greater
the ground effect, i.e., the higher the reflector needs to be 
above ground to prevent such ground effects.  There was
a table published in QST (and Handbooks?) showing
minimum height vs F/B.  If my poor memory serves me,
something like 10 ft for low F/B and maybe 5 ft for high F/B
for the high bands.
