Here is the tower limitations for Anne Arundel County, Maryland.

1. Maximum height =  100 ft  (if rules 2 and 3 are met)

2. Maximum height not to exceed the shortest line draw through the
base from boundary to boundary.

3. Setback:  At 10 feet setback, tower may be 35'.
 For each additional foot of setback, the tower may be 3' higher.

Example:
My lot is just 100' wide.  For a triangular guyed tower,
I must place tower 33' and 66' from each boundary for maximum
height.   The height allowed for a 33' setback is:

   (33-10)*3 + 35 = 104 feet which means 100 ft max..
    Or the minimum setback for a 100' tower 32 feet

AA County gave me some flack when I applied for the third tower.
After 15 minutes, the clerk re-appeared and gave me the permit.
AA County has no limit to the number of towers on a residential
lot.  (All permits were for 100' except two were only built to 80'.)

This does not answser the basic question on safety but I think
shows you what my county THINKS is safe.  The closest tower (80') was
installed 70' from our house (well over 100 ft from either neighbor)
though we added to the house so that tower is now 52' from the house.
Safe enough for me.
