Depends on how big the tower is.

I have a 14 foot tower/tripod on my roof and it's been up there for years and 
has worked great.  I used to have my HF beam on it, but since then I have put 
up 53 feet of Rohn 25 and I now use the roof tower for VHF/UHF/S band satellite 
antennas.

As for lightning, you can do a fairly decent ground system if you do it 
correctly.  Polyphaser has a good app note on their website.  Look, if 
commercial sites can put antennas and equipment on high-rise buildings and 
create adequate grounds, it can be done on one's house.
