When 'tipped over' .. it would require a ladder to reach the antenna, unless you had a LONG mast sticking out of the top of the L-flange at the top of the upper 4x4.

Work out a really reliable "stop" on one side
The 'stop' is easy .. a piece of 2x8 bolted to the two 2x8's on the side opposite the 'swing' of the upper 4x4 [at the appropriate point, of course].
and a winch on the other>to control it during tilt over,
Mounting a winch would probably weaken the support structure .. but it would work.
and some kind of bar to drop in place>on the winch side when it's up...
Or simply, like my tower was ... another long bolt, flat washer, and nut to slide through the sides and 4x4 near the 'stop plate'.
