The Rohn literature specifically states to not hinge any more than 40 ft of 45G in hinged-base, bracketed installations (see sheet D-2530). I can't find the similar page for 25G, but would assume the same thing.

This of course assumes that there isn't anything else on the tower when you are erecting/lowering it.
