I've also seen it at K-mart, the local supermarket, etc.
Perhaps it's not swimming pool season yet in Indiana? It's definitely a
seasonal item.
You can also get it (at a substantially higher price, but still cheap
overall) by calling up plastics places (i.e. Cadillac Plastics) and asking
about polyethylene foam. They use it for packing material in boxes, for
instance.
Also, places that specialize in foam (Atlas Foam Products is a local place
in the Los Angeles CA area.. there will be similar near you, check the
yellow pages) have this kind of thing.
If you're going to try and buy the stuff as foam (as opposed to a pool toy),
it's probably best to go to the foam distributor to see what they've got.
My local place has a showroom with hundreds of different kinds of foam in
all manner of materials, densities, and properties. You might be able to
get a scrap for free (since their main business is cutting giant (many feet
on a side) blocks of foam into customer required smaller pieces, and the
smaller pieces may not exactly fit in the giant block).
